C&T represented a proposed nationwide class of taxpayers who were improperly paid a telephone excise tax to their telephone providers, which was remitted to the Internal Revenue Service (“I.R.S.”). The Court of Appeals reversed the district court’s decision to the extent that it dismissed taxpayers’ claims under the Administrative Procedure Act.
